Download Cleaning SWMS Template — 2026 Edition (Free + Paid)
If you run a cleaning business in Australia, you need a Safe Work Method Statement (SWMS) before setting foot on certain jobs. No SWMS, no start — and if something goes wrong on site without one, the fine can reach $50,000 or more.
The good news: we’ve built one for you. Below you’ll find a free sample cleaning SWMS template you can download right now, plus the full 2026 editions for specific cleaning tasks if you need something job-ready from day one.
What is a Cleaning SWMS Template?
A SWMS — Safe Work Method Statement — is a legal document that identifies the hazards in a specific cleaning task, rates the risk, and lists the control measures your team will use to work safely.
It’s not a generic safety policy. It’s not a risk assessment. It’s a task-specific, site-specific document that gets signed before work starts.
Under the Work Health and Safety Act 2011 and the WHS Regulation 2017, a SWMS is legally required whenever cleaning work involves High-Risk Construction Work (HRCW) — which includes:
- Working at heights above 2 metres
- Use of Elevated Work Platforms (EWPs)
- Use of hazardous chemicals requiring SDS documentation
- Work in confined spaces
- Work adjacent to energised electrical services
A cleaning SWMS template gives you the structure — you fill in your specific site details, sign it, brief your crew, and you’re compliant.

Pro tip: If you’re tendering for a commercial or government cleaning contract, the site manager will almost certainly ask for a completed, task-specific SWMS before issuing site access. A generic free template may not satisfy a principal contractor’s requirements. The full editions below are built to pass these audits.
What’s Included in the Full 2026 Cleaning SWMS Templates
Our full cleaning SWMS templates are built from the same documents we use on CleansePro’s commercial cleaning jobs across the Gold Coast — builder cleans, office facilities, medical centres, and high-rise window cleaning. They’ve been through real principal contractor audits.
Each full template includes:
| Section | What’s covered |
|---|---|
| Pre-start checks | Site induction, vehicle positioning, hazard scan |
| Job steps | Step-by-step task sequence with risk controls |
| Risk matrix | Likelihood × consequence ratings pre-filled |
| PPE requirements | Task-specific PPE listed per job step |
| Chemical handling | SDS requirements, dilution ratios, spill response |
| Emergency response | Fire, medical, chemical spill — step-by-step |
| Legislation references | WHS Act 2011, WHS Regulations, relevant Australian Standards |
| Sign-off fields | PCBU, site supervisor, worker sign-on |
All documents are in fully editable Microsoft Word format. Add your logo, ABN, supervisor name, and site-specific details — done in under 10 minutes.
Choose the Right SWMS Template for Your Cleaning Task
One SWMS does not cover all cleaning tasks. The hazards in a high-rise window clean are completely different from a carpet steam clean. Each job type needs its own document.
Here are the specific cleaning SWMS templates available in the CleansePro store:

Why Generic Free Templates Fall Short
Free SWMS templates exist everywhere online. Here’s the honest reality of what most of them are missing:
They’re not task-specific. A free general template covers mopping and vacuuming. It won’t have the injection injury protocol for pressure washing, the gas isolation procedure for kitchen cleaning, or the IRATA certification requirement for rope access window cleaning.
They’re not legislation-referenced. A compliant SWMS should cite the specific WHS Act sections, WHS Regulations, and Australian Standards that apply to the task. Generic templates skip this — which means a principal contractor’s safety officer can reject it on the spot.
They’re not updated. Queensland WHS Regulations were updated in March 2025 with new requirements for sexual and gender-based harassment prevention plans. Free templates from 2022 don’t reflect current obligations.
If you’re working on a residential job for a private client, a basic free template may do the job. If you’re tendering for a commercial contract, government cleaning work, or any job with a principal contractor, use a purpose-built, current-year document.
Frequently Asked Questions
Is a SWMS legally required for all cleaning work?
No — a SWMS is specifically required when your cleaning work involves High-Risk Construction Work (HRCW) as defined under the WHS Regulation 2017. This includes work at heights above 2 metres, EWP operation, confined space entry, and work with hazardous substances. For routine office or residential cleaning with no elevated work or hazardous chemicals, a SWMS may not be legally mandatory — though having one is always best practice.
Can I use the same SWMS template for multiple jobs?
Yes — with one important caveat. Your SWMS must be reviewed and adapted to the specific site conditions before each job. The hazards on a Gold Coast construction site are different from a Sydney apartment building. The template provides the structure; you fill in the site-specific details before each job. All CleansePro templates are editable in Microsoft Word so you can do this quickly.
Does a sole trader cleaning contractor need a SWMS?
If you’re a sole trader doing cleaning work that involves HRCW — yes, you need a SWMS. Being a sole trader doesn’t exempt you from WHS obligations. The SWMS protects you, and it’s often required by the businesses you clean for before they’ll give you site access.
How much does a cleaning SWMS template cost?
Individual CleansePro cleaning SWMS templates are $19.95 each. The full bundle of 9 task-specific SWMS documents is $99. For comparison, similar documents from providers like SafetyDocs cost $29.95–$89.95 per template. All CleansePro templates include a bonus Legislation and Codes of Practice Reference List.
What format are the templates in?
All CleansePro SWMS templates are provided in Microsoft Word (.docx) format. They’re fully editable — you can add your business name, ABN, logo, and site-specific details. There’s no subscription, no per-use fee. One purchase covers unlimited use across your entire business.
Conclusion:
A cleaning SWMS isn’t paperwork for its own sake — it’s what keeps your crew safe, keeps you legally protected, and keeps you on the good side of a principal contractor’s site access requirements.
